Sustainability Plan Proposed for NYC - Congestion Pricing Emerges as Key Issue. Mayor Bloomburg's PlaNYC2003 looks to yield a 30% reduction in NYC global warming emissions. A Newsday Editorial considers the debate over charging motorists to drive in the city's busiest areas. Some say communities will pay for reducing NYC traffic. Others argue that they're paying more for asthma and lost time.
